The initiative, designed to counter the expanding influence of China and Russia in the Arctic and beyond, focuses on four key areas: the Arctic Ocean and ocean-related matters, gender equality, green and digital science and technology, and security and defense cooperation.

With the Arctic Ocean experiencing unprecedented ice melting, global competition has heightened for exploiting new maritime routes and natural resources. Japan’s plan involves reinforcing the commitment to order in free and open oceans based on the rule of law, extending the principles to the Arctic Ocean.

The initiative also seeks collaboration with northern European countries in weather observation and marine resource research, leveraging Japan’s expertise in these domains.

In the realm of security and defense cooperation, Japan and the five nations will recognize the interconnected nature of security issues across Europe, the Atlantic Ocean, and the Indo-Pacific region. The collaboration aims to facilitate the signing of an accord for the transfer of defense equipment and technologies, enabling Japan to export defense capabilities to these European partners.

Foreign Minister Kamikawa’s extensive diplomatic tour, covering eight countries, underscores Japan’s commitment to building robust ties with European, North American, and Turkish counterparts. The initiative signifies Japan’s proactive stance in navigating global challenges and fostering international collaboration.
